Planets are generally weaker there, being less stable and more changeable in their effects, unless they are the natural rulers of the houses, as with Mercury in the third or sixth, Jupiter in the ninth or twelfth, Neptune in the twelfth. According to traditional astrology, planets in these houses only function at 25% of their power, compared with a position in one of the angles of the chart.
